Enable CONFIG_ARPD in kernel configuration

Hi,

I am wondering if there is any chance enabling the CONFIG_ARPD flag in the
default Ubuntu kernel configuration,
since this change is really minor and has already been merged by other
distros like Fedora/CentOS (
https://bugzilla.redhat.com/show_bug.cgi?id=502844).

It would make life much easier for people wanting to implement DMVPN
through OpenNHRP, which needs this
kernel option enabled in order to work properly.

This setting has been there forever and I've never heard of it causing any
problems to anyone...
