I had thought you have automatic tool(such as a script to build mapping
from upstream commit to Buglink with some text input) to handle the case,
looks I overestimated the intelligence of the tools, :-)

OK, I will do it, but polling is inefficient for computer, not mention for human
being, :-)
Considered the case is a common situation about bug report and handling,
eg,
- one bug is reported from Ubuntu release
- verified as a upstream bug
- submitted onto upstream mail list or bugzillar
- patch is figured out by upstream guys to fix the bug
- the patch is reported on ubuntu kernel maillist or launchpad to
be capable of fixing the bug
So maybe the current kernel scripts should be extended to handle this kind of
cases automatically.
