[Oneiric, Precise SRU] Fix overwhelming package power limit notification

A correction - this patch is already in Precise, but missed in Oneiric. Please consider to pull it in Oneiric.

It was complained that there are overwhelming package power limit notification warnings in https://bugzilla.kernel.org/show_bug.cgi?id=36182



The reason is the distro kernel doesn't have overwhelming package power limit notification fix in upstream commit:

This patch is in upstream kernel starting from v3.3, but isn't CCed stable kernel.

Please consider to include this patch to Oneiric and Precise.
