Add debian.env on fsl-imx51 branch (lucid)

Our tools (Debian changelog class) expects to find debian.env in the
repository now (it uses git show). But fsl-imx51 is still using an auto
generated debian.env, which makes some tools like verify-release-ready
not finding it and failing.

Following is a minimal fix to make fsl-imx51 use an included debian.env
file.
