Uploaded linux-ti-omap4 2.6.38-1203.4 (development branch) to Canonical Kernel Team PPA

Rebased against 2.6.38-rc6. Note the ABI bump. This package is _not_ 
tracked by a meta package. There were also some new config options in 
this latest rebase:

   * updateconfigs after rebase to -rc6
     New config options:
       CONFIG_ARM_ERRATA_751472=n
       CONFIG_ARM_ERRATA_753970=n
       CONFIG_RTC_INTF_DEV_UIE_EMUL=n
