[Oneiric PATCH 0/1] record and check the compiler version

At UDS we determined that we really didn't mind the compiler changing but
we did strongly prefer all flavours and architectures of the kernel built
with the same one.  To this end we added extra interlocks between the
two teams to try and avoid overlapping uploads of the kernel and compilers.

One action coming from that session was that we would expect the compiler
to change more and as a result we would add checks to confirm that all of
our builds occured on the same compiler for any particular kernel version.

Following this email is a patch for getabis which also checks the
compiler version and reports any missmatch.  I have taken the liberty of
recording the compiler version per flavour in the ABI directories so that
we have a historical record of which actual compiler was really used in
any one build.  This will help us find kernels of concern when we have
problem compilers.

NOTE: this is tree maintenance only check no build-time or run-time
changes are needed.

Obviously if this is accepted we will also need to fix the maint-getabis
script to match, but I am holding the patch on that for review of this one.
