11.10 Oneiric Specs/Blueprints

Hi All,

As we approach UDS-O we've began putting together our specs/blueprints
for the next cycle.  I've been starting to track the specs/blueprints
that will be owned by or directly affect the Ubuntu Kernel Team [1].
Feel free to add anything that I've missed.
