[Maverick] [ti-omap4] [SRU] UBUNTU: [Config] enable passing all kernel command line to init

SRU Justification:

Impact: some omap4 based machine fail to boot with Ubuntu, since upstart needs
get all the cmdline parameters passed from kernel.

Fix: turn on option CONFIG_INIT_PASS_ALL_PARAMS

Testcase: after enabling CONFIG_INIT_PASS_ALL_PARAMS, testing kernel can boot
on problematic omap4 boards.
