Upstream patches and getting them into stable

Folks,
    I am being asked about a patch that has been purported to improve
desktop responsiveness. The issue is that it appears to have been
discussed on the LKML:

If this patch makes it, or is indeed already in Linus' tree. How then
would one go about asking that it be included in stable?

I am certain we discussed this verbally at some point. My poor brain,
nor my search-fu are much help right now.
