I am not sure whether additions to the multiverse would be allowed, but if they are:

* The openvz community to have their tree as a rebase tree of the official Lucid
  tree (https://wiki.ubuntu.com/KernelTeam/TopicBranches). With the right
  setup to make it go into multiverse.
* Rebase their tree whenever the master tree moves forward (into updates or
  security).
* Get the upload sponsored

This could also work with a PPA. But all in all I think this must be a community
effort. The way it is done in Hardy is painful and is not really maintained (in
the sense that the openvz patchset is only changed if it breaks the compile, but
the patchset itself always was done by someone else). So it could only gain from
being a community provided package.
