[PATCH 0/2] debian configuration tweeks

Following this email are two changes which are most helpful when managing
the configuration.  The first allows us to automatically take the default
options for any new config option, this is handy for people building their
own kernels and also for the mainline build system.  The second allows
us to override specific configuration options as we build the configs,
useful when updating configuration items across the board and utilised
by the mainline build system.
