As stated elsewhere, the issue is NOT with RT_GROUP_SCHED itself, but
its use by either userspace or some other kernel subsystem.

The root cgroup is properly RT-enabled by default, but at least on
Ubuntu, regular user tasks do not end up attached to the root cgroup.
