[PATCH 6/6] UBUNTU: [Config] Enable INTEL_IPS

Enable the Intel Intelligent Power Sharing driver for the Calpella 
platform.  This provides support for dynamic power sharing between the 
CPU and GPU, maximizing performance in a given TDP.
