Finish fixing dell-laptop rfkill

Hi:

Over the weekend i've been trying to help follow up with the still broken
RFKILL for some Dell laptops before Kernel Freeze.  I've developed a series
of patches which probably aren't applicable upstream until Matthew finishes
porting his input stuff to i8042, at which point they will most likely need
reworking.  They should be sufficient for Karmic however and have helped a
bunch of the laptops i've seen still broken.

I've verified the correct behavior now on the following laptops:

   - Studio 1537
   - Latitude D630
   - Mini 9
   - Mini 10
   - Mini 10v
   - Mini 12
   - Inspiron 1545
   - Studio XPS 1340
   - Latitude 2100

Several laptops were verified in the bug, one regression found (BIOS bug)
which a blacklist has been added for.

For those not aware, this is bug
