[PATCH 0/2] changelog history cleanup

We have had requests for a fuller changelog for the kernel package.
Firstly we have had requests for a fuller installed history, the main
changelog only has entries relating to the current series.  Secondly
that some of our rebases have not been obvious enough in the changelog.
This series of patches attempts to improve the situation.

The first patch uses the existing changelog.historical file in the
source package in combination with the existing changelog to generate
a fuller installed changelog.  Following the precident from other
packages we install this new changelog as part of the binary kernel in
/usr/share/doc/<package>/changelog.Debian.old.gz.

The second patch is the result of reviewing the current cycle and ensuring
that the rebases are called out in a consistent manner.  This would be
for and aagainst Karmic.

Does this seem reasonable?  Comments?
