[LPIA Hardy LBM] rt2x00: enable debugfs for rt73usb

LP #352728 rt2x00: Provide access to Wi-Fi card EEPROM
for Hardy LPIA LBM

Enable CONFIG_RT2X00_LIB_DEBUGFS to allow EEPROM access primarily to
allow the examination of the antenna settings for rt73usb.

This adds minimal overhead.
