Jaunty kernel SRU policies in effect

Now that Jaunty has gone into beta freeze,

the Jaunty kernel will now be subject to SRU style policies. All patches
will go through the k-t list, will require a Launchpad bug reference,
and must have at least one senior Canonical kernel team member ACK.

Patches must be minimally simple and solve a real problem. Some leniency
will be granted to ARM patches as long as they aren't whacking on code
that could cause x86 regressions.

Full SRU policy implementation won't go into effect until after the
actual Jaunty release.
