heavy I/O load bug in kernel persists in jaunty

Greetings kernel team, my first email to the list since I thought this would
be of importance.
this bug (Large I/O operations result in slow performance)
http://bugzilla.kernel.org/show_bug.cgi?id=12309 has been affecting my
desktop experience since a long time ago (before intrepid, but i cant put my
finger on exactly when) and it's still affecting the jaunty alpha with the
kernel 2.6.28-8-generic. it dosent matter wether 32 or 64 bit kernels are
used, the performance takes big hit during disk activity anyway. there is a
bug on launchpad (bug 131094) but its not assigned to anybody and the one
who has been assigned on the kernel bug tracker hasnt been heard of in a
month.
This is a serious issue for a desktop user and should be dealt with in order
to not scare away potential new users. Is there any chance that a kernel
developer from ubuntu could look into this issue?
