http://ddebs.ubuntu.com can be used as a repository and added to your
sources.list. I don't know if there is an easy way for the user to do so
through the usual UIs though.

Depending on a package from ddebs will in most cases fail as the user
won't have the repository but recommending it should be fine as the
package will only be installed if the user actually has the ddeb repository.

I guess that you could probably make an exception and get these packages
as .deb instead of .ddeb directly in the main archive so you can depend
on them, but I'm not really the right one to answer that point :)
