[Hardy] SRU: r8169 intermediate connection problems

SRU justification:

Impact: There is a register which is only valid for r8169 chipsets but 
currently gets used unconditionally. Also only the lower 3bits of that register 
are valid.

Fix: Backport of upstream fix:

Testcase: Manual network setup with r8169 based network card sometimes gets 
connection problems as described below.

Reported by emgent:

The problem is that r8169 driver don't work fine in Hardy heron, some times 
dhclient go to sleep and do not assign real IP Address. After reboot sometimes 
work and sometimes not.

This issue has only be seen on ubuntu-server. This might be due to 
NetworkManager does some tweaks to get around this.
