[HARDY] [SRU] Fix regression where usb devices connected via a usb hub are not seen

SRU Justification:

Impact: Any USB hubs connected to a machine are unable to see devices
without running a fresh scan via lsusb. This also effects servers as
some have front ports connected via a usb hub. The regression was caused
when this SRU patch was included into the kernel:

Fix: There is another upstream patch that fixes the regression cause by
this patch to by making it scan a second time.

Testcase: Attach a USB hub to machine. Then plug in usb storage device
into the usb hub. Wait a few seconds. You will then see the see it's
existence through kernel messages via dmesg or onscreen kernel messages.
