Perhaps.

Except that modprobe options are easy to get mis-applied or even failed
to be applied.  e.g. the module might be loaded from initramfs, which
may not have the options file copied (or may simply be out of date) - or
may be loaded by a tool other than modprobe, etc.

If this option is correct behaviour, the kernel should behave that way
out of the box.
