BLK_DEV CONFIGS for SMP PowerPC, wrt bug 196686

Looks like I was incorrect. I thought I remembered that there was a
Kconfig dependency on !SMP && BLK_DEV_IDE_PMAC, but I can't find any git
history to back up my assertion.

I tested the 3 config flavours on davis and all look correct.
