Jaunty kernel amd64/i386 config changes

Pursuant to discussions at the recent Jaunty UDS:

in the section entitled 'Kernel Config Changes',
I am beginning to implement the various config changes listed in
https://wiki.ubuntu.com/KernelTeam/2.6.28-2-generic-config
I'll be making these changes in the most logical groups that make sense.
The objective is to build in as many modules into the kernel as makes
sense in order to reduce overall boot speeds. The slowest component of
the boot before root is mounted is the initramfs. If we can build in the
right set of drivers, then perhaps we might be able to avoid the
initramfs boot phase altogether on standard x86/amd64 platforms.
Please note that none of this work will affect the armel configurations.
Those platforms are highly specific and relatively well known. I'll let
Amit Kucheria or his minions deal with those configs as he chooses.
Don't hesitate to send a note on this list if you have objections or
comments regarding any of the changes I'm making.
