lilo and grub recommends

I think xen guests may fall into this category too. We had spec'd out
before a way to have the kernel depend on a boot-loader, which lilo and
grub would provide. This would be accompanied by a package called
no-boot-loader (empty, to satisfy the dep).

That may be the answer in the long run.
