lilo and grub recommends

Hi:

I was wondering if someone from the kernel team could provide an explanation
why the two of these are marked as Recommends for the kernel images
themselves.  This is causing the side effect of getting lilo or grub
included in chroots that are used for building Live CDs.  Normally these get
installed by an installer at the end anyhow in the resultant system.
