Git commit message for config updates

Recently it seems everyone wants to add Ignore: yes for updates to
config files in git. This has the affect of it not showing up in
changelog, which is just not what we want.

Initially, I had ignored config updates that came along with rebases to
newer kernel versions (e.g. rc3 to rc4) to just do a mass update for
upstream changes.

However, when we do change our default configs for bug reports, or to
enable specific features, it should not be ignored. This is important
information to have in the changelog.
