Kernel Team meeting change

Starting next week, the meeting schedule for the Kernel Team will
change. We will have weekly public meetings, except for the week where
the distro team meeting occurs. Meeting time and place will remain the
same.

So next week will be an off week. The three weeks following will be at
15:00 UTC, Tue on #ubuntu-meeting. Then an off-week again, and
continuing in that rotation until further notice.

Please update the fridge to reflect this change. Thanks.
