HPET_EMULATE_RTC set in i386 but not x86_64 arch.

Hi,
   I've run into an issue that required setting
CONFIG_HPET_EMULATE_RTC=y, this is on 64bit setup on a Dell Server.
Along my way to figure this out was the fix, I have found others who
needed to do this to fix the same issue.  For the curious I was
getting: "rtc: lost some interrupts at 1024Hz.".  This was only shown
when loading ztdummy from zaptel/asterisk which basically just
provider a timer for mixing audio within asterisk.

I'm just curious if there's any problem setting this as a 64 bit arch?
 As it would seem the i386 kernels have the option set by default in
the ubuntu packaged kernel.

If it's not an issue perhaps it should just be set on the packaged
x86_64 kernels in the future?
