They're needed for iptables. Fabio and Colin seemed to at least at some
point have agreed that iptables should build against linux-libc-dev
rather than linux-headers-whatever:

Erm... ok? How do all the other files in /usr/include/linux/netfilter,
all of /usr/include/linux/dvb, and most of the stuff in
/usr/include/linux just to name a few fit into that criteria?
