Bug tagging

I've gone through the ubuntu-kernel mailing list archive and tagged a
fair number of bugs as 'kernel-oops' if the bug contained the word "Oops:"
in it.  I also found some bugs where the kernel message "BUG:" appeared
but there was no Oops report and have tagged those as 'kernel-bug'.  I'm
not quite certain the significance of the latter but thought it was
worth identifying them.
