Public bug reported:

Binary package hint: linux-restricted-modules-2.6.20-9-generic

Driver was already Broken in Edgy, and I had to recompile it, to get the webcam to work (still bas quality after)
In Feisty, the configuration LED from the webcam is always on, I get no messages from the webcam programms (ekiga or camorama) but also no image...

Here the output from dmesg :
[ 2053.104000] pwc: Philips webcam module version 10.0.12 loaded.
[ 2053.104000] pwc: Supports Philips PCA645/646, PCVC675/680/690, PCVC720[40]/730/740/750 & PCVC830/840.
[ 2053.104000] pwc: Also supports the Askey VC010, various Logitech Quickcams, Samsung MPC-C10 and MPC-C30,
[ 2053.104000] pwc: the Creative WebCam 5 & Pro Ex, SOTEC Afina Eye and Visionite VCS-UC300 and VCS-UM100.
[ 2053.556000] pwc: Philips PCVC730K (ToUCam Fun)/PCVC830 (ToUCam II) USB webcam detected.
[ 2053.588000] pwc: Registered as /dev/video0.
[ 2053.592000] usbcore: registered new interface driver Philips webcam
[ 2053.812000] usbcore: registered new interface driver snd-usb-audio

Everything seems ok ?!
But following command bring "device not found" :
v4l:// :v4l-vdev="/dev/video" :v4l-adev="/dev/dsp" :v4l-norm=3 :v4l-frequency=-1
[00000291] v4l demuxer error: cannot open device
