[gutsy] NO_HZ not enabled for -server

At the time, it was a fairly new option, and I wasn't even sure if it
would apply for server installs. Since then, I had been meaning to
enable it for everything (except the -386 target, which is our
featureless fallback kernel of sorts).

I'll get it enabled for next upload.
