Kernel Team Bug Policy

At the last Distro team sprint we talked about kernel team bug policy
and I just wanted to clarify the policy, some of which is generic, as 
I am writing a bug helper clue file to deal with some of it.

* New bugs are assigned to no one
* Incomplete bugs are assigned to a triager (person asking questions)
* Confirmed bugs are assigned to the appropriate kernel team
* Triaged bugs are assigned to the appropriate kernel team
* In Progress bugs are assigned to a kernel developer

Does that seem right?
