hppa config tweaks

The following two commits are on git://kernel.ubuntu.com/lamont/hppa-ia64.git
(all nice and rebased to current HEAD):

1) A working hppa64 config (not to be confused with what we eventually want.)
2) ABI files for 2.6.22-8-hppa*.  These are needed if the next kernel
   upload does not result in an ABI bump.
   
Then there's the overall question of how to get the new hppa abi files into
the archive between now and when the architecture gets back into launchpad
(waiting for some java fixes, and then we get to really build the arch - in
launchpad.)  See http://buildd.mmjgroup.com/gutsy-stage0 for debs,
/buildLogs/l/linux-source-2.6.22 for logs.
