Changes in the current SRU cycle schedule

IMPORTANT NOTE: a security fix has been backported from mainline
4.4 stable updates to Xenial kernel 4.4.0-143.169 which changed an
API that's used by some out-of-tree modules. That change is breaking
the build of some dkms packages that we support (see [1] and [2]),
so in order to give people time to fix these issues, we are
postponing the release of all 4.4 kernels. The current tentative
release date is next Monday, Mar-11.

The other kernels are being released this week.

The new schedule for the current and next cycles is:

cycle: 04-Feb through 10-Mar

04-Feb - 15-Feb  Kernel prep week(s).
18-Feb - 01-Mar  Bug verification & Regression testing.
04-Mar - 08-Mar  Release of 4.18, 4.15 and 3.13 -based kernels to

         11-Mar  Release of 4.4 -based kernels to -updates.


cycle: 11-Mar through 31-Mar
