[ANNOUNCE] Re-spin of trusty and xenial series in proposed pocket

* Trusty
Trusty kernel has been re-spun due to the following CVEs:
   * CVE-2016-7097
   * CVE-2016-9083
   * CVE-2016-9084
   * CVE-2016-9604
   * CVE-2016-9191
   * CVE-2016-9178
   * CVE-2016-8650
   * CVE-2016-10044

The trusty kernel version currently in the proposed pocket is
3.13.0-131.180.

* Xenial
Due to LP: #1715636 (Xenial update to 4.4.78 stable release broke
Address Sanitizer), we are re-spinning the Xenial kernel and all its
derivatives and backports.

A new version of the following kernel packages will be promoted to the
proposed pocket soon:

linux-lts-xenial on trusty
linux, linux-aws, linux-gke, linux-kvm, linux-raspi2 and
linux-snapdragon on xenial
