[ANNOUNCE] Respin of all kernels in the -proposed pocket

Due to a security fix, we'll need to respin all the kernels for the
current cycle.  The new kernels will start to be uploaded to the
kernel-team PPA soon, and should start appearing in -proposed later in the
week.
