[ANNOUNCE] Re-spin of -proposed pocket kernels

Due to an arm64-specific regression[1] in some of the kernels that are
currently in the -proposed pocket, we are respinning the following
kernels:

trusty linux 3.13.0-69.112
vivid linux 3.19.0-34.39
trusty linux-lts-utopic 3.16.0-54.73~14.04.1
