Note: I have a similar chip (I think they are similar): VIA VT1708S.
Here are the symptoms. (I am using Lucid)

Stock Lucid:
1, Sound is quiet, but it is tolerable
2. Volume scales from near silence to full volume low in the pulse mixer

Lucid With Alsa Backport Package:
1. Now sound is louder
2. Mixer works with pulse
3. Critical problem with headphones/speakers. Pulse immediately mutes them when plugged in. Manually playing with alsamixer will unmute the channel, however the pulse mixer seems to override it.

Lucid With Alsa Backport, Pulse Removed:
1. This is what I currently use, to get the louder sound AND external speakers. I tried OSS4, however it was not to be so I am using just alsa.
2. Downside is no volume key support without a PPA. I use Gnome Alsamixer or the terminal to change volume.

As I stated the best option seems to be to use Alsa Backports with pulse removed. I should note that this is FIXED in Pulse in Maverick, however you need to disable glitch free (tsched=0) or the sound stutters terribly.
