SRU verification for Karmic:
I have reproduced the problem with linux 2.6.31-22.65 in karmic-updates and have verified that the version of linux 2.6.31-22.66 in -proposed fixes the issue. I've been using Chase's testcase and the load average is reported correctly.

@Peter, the version in -proposed is usually higher than the version in
-security. That's why I asked you the exact version of the package you
were testing.
