I am seeing the same symptoms here in Ubuntu 10.04. But: I do not see it
with kernel 2.6.32-21; I do see it with kernels 2.6.32-22 through 25.

Computer: HP Elitebook 8540w
USB audio device: Audiotrak DR.DAC2 DX

Googling suggests that the DR.DAC2 DX uses a Tenor TE7022L as its USB
interface. In case it matters, in 2.6.32-21 it shows 96 kHz when I play
a 96/24 file.
