[Bug 634316] [NEW] include amazon EBS performance patch in -virtual kernel

Public bug reported:

Amazon has prepared a patch for blkfront which increases the performance
of EBS volumes. In their testing, applying this patch to EC2 instances
which use EBS volumes significantly increases the performance of EBS
volumes. Amazon would like to have it included in the Ubuntu AMI's and
made available to users of Ubuntu.
