[Bug 632592] [NEW] oem-config/Installer top task bar needs to have volume & power button on the right to be consistent with Unity & Ubuntu Desktop Experience

Public bug reported:

Binary package hint: ubiquity

This has been observed by OEM customers with oem-config, thought the
Installer is using the same bar.

The top bar is inconsitent with the end user experience. When a user is
in Ubuntu Desktop or Unity. The Power & Volume buttons are located on
the right.

Currently in oem-config & the installer they are located on the left.

This is seen as inconsistent and will can cause user confusion for less
advanced users.
