Creating it with sudo is the only way...
The rights are set as follows for me...

...in /etc/acpi/events:
drwxr-xr-x 2 root root 4096 2010-08-13 09:58 .
 -rw-r--r-- 1 root root 140 2010-07-01 23:13 ideapad-video

...in /etc/acpi:
drwxr-xr-x   3 root root  4096 2010-08-13 09:58 .
