I have the same problem. This occurs with Kubuntu 10.04 and 10.10 (with the newest regular Updates till 10-18-2010).
In 10.04 after resume, it was possile to move the cursor and enter the password (for unlocking the screen) but the X system hangs. It's possible to do a reboot on another console. Something interesting, after resume, the screen has another resolution, like 800x600 and it is possible to move the cursor (the black x).
In 10.10 after resume the system hangs, no possibility to enter something (again the screen has another resolution, like 800x600). Only reboot or press the power switch for some second (<4s !!!) and then the system shut down as it should AND during this, the screen becomes light blue (screen resolutions changes automatic back to origin, in my case 1400x1050) with white text messages from the shut down process.
I tried different drivers for the ATI 9000 in the xorg.conf. By default the "radeon" is loaded, replacing with "ati" also works. But in any case, resume after slepp fails. With "vesa" the X system does not wok.
I also tried Ubuntu 10.04, same problem, resume did not work.
In Kubuntu 9.04 and 9.10 all works!
