[Bug 661772] [NEW] process page_sync grow cpu I/O wait

Public bug reported:

When any process call a page_sync, my cpu start to have more than 80% of
IO wait slowing down my entire system performance and don't getting down
of 40%. NO process are specifically doing it, because of that I put the
report under kernel package. Even when the system is idle the issue
happens. I recently have upgraded to Maverick and in lucid this doesn't
happens often, only during hi demanding operation over the disk. And
another issue, when this happens the window of any program can have
duplicated square, like when a satellite tv signal is interfered by the
weather.
