HW, fallback to performance governor
* For CPUs with transition latency > 10mS (mostly drivers with CPUFREQ_ETERNAL)
* this governor will not work.
There is NO choice for "ondemand" power management (ppc G4) other than
user space / powernowd. But thanks for your interest, it's really not
that hard to maintain the last powernowd release outside of Ubuntu.
