I do not have the exact same laptop, but I do have an Asus F6A with the same problem, and I can provide the details you asked for.
I have the exact same problem.  When using the hotkeys, the OSD brightness metre flashes and changes, but there is a long delay before it responds, and the screen brightness does not change.  Attempts to change the brightness manually fail for me too.

I am running the latest release (Lucid), but have not as yet tried the
latest upstream kernel.  I will let you know when I have tested it.
