I can confirm on Dell Studio 1555
BIOS A08
Ubuntu 10.04
Linux 2.6.32-22-generic x86_64
ATI Mobility Radeon HD 4570 
fglrx

This behavior began after kernel update. With previous kernel
(2.6.32-21), system would not suspend and only locked-screen as
described in this bug: https://bugs.launchpad.net/ubuntu/+source/pm-
utils/+bug/573938.

Suspend and resume worked in Karmic.
